Congrats on your PR! I'll be applying in ~ 12 months myself, probably headed back to Vancouver.
People in general are pretty welcoming—that's a definite theme across Canada—but as far as tech goes, Vancouver's the place to be.
The startup scene's decent. You have larger companies like HootSuite, and a ton of cool startups (Quietly, Lemonstand, Wishpond etc.). There's incubators, accelerators, events, meetups, and access to funding.
It feels less saturated with tech than the Valley, but in a good way. It's easier to stand out from the crowd. The tradeoff there is that tech's less pervasive locally. You're definitely less likely to casually bump into relevant people as you're out and about.
You'll be in pretty good company working for a Bay Area employer out in Vancouver too. There's a ton of people in just your position. Either they're choosing to live there because of the astronomical SF living costs, or visa issues, but for whatever reason they can't/won't live in the US.
